First: Place of this unit amongst the Projects of Development in Algeria :
This unit is placed within a comprehensive program to improve and develop human resources in Algeria in order to deal with the evaluation and analysis of various current educational and developmental issues. It is based on the belief for necessary scientific foundations for serious scientific project in order to increase the effectiveness of human resources in various areas of life

Second, the main objective of the unit. It is the creation of a nucleus of advanced researchers in various fields and disciplines related mainly to human resource development (such as, sociology, psychology, communication, economics, law, ..... etc. .) This nucleus will later be able to conduct a serious scientific research, that is supported by field work, to address the impediments of the development of human resources in Algeria. This can be achieved by contributing to studies and research related to the conditions of human development in various aspects, such as: education, training , health, labor, youths and environment, ..... etc.

- This project is proposed to create a research unit in the development of human resources. It is the result of an outcome of research and studies made by professors and specialists researchers who participated in and contributed to the research unit throughout the twelve years in the laboratory of Management and Development of Human Resources, which has beencreatedunder Order No. 88, of July 25^th, 2000, which included the establishment of laboratories of research in Higher Education institutions. Being one of the laboratories of Ferhat Abbas University, Setif , it has completed during this period many activities , including several PNR-CNEPRU:

- Publication of several articles on national and international level.
- Participation in several national and international forums.
- Discussion of many Master and Doctoral theses.
- Providing training courses for human development sector.
- Organization of six international meetings.
- Ten issues of a magazine in the domain of Education and Human Resources.
- Issuing four volumes of a series of studies in education and human development (two are forthcoming).
- Organizing complementary courses in Master and Doctoral School.

The Laboratory work has been evaluated during the last session of the Permanent Sectorial Committee (CSP), Observation A+ and an additional factor to help upgrade this laboratory to a research unit.

The unit aims to develop research capacity in the field of human resource development, it has the following functions :

- Conducting research and scientific studies to address the problems that hinder human development in Algeria .
- Conducting studies related to the development of human resources in coordination with public sectors.
- Conduct economic studies that generate wealth and production to develop human capacity.
- The development of alternatives policies to certified education and training.
- The development of integrated systems about human resources information in coordination with relevant authorities about the reality and development of the labor market.
- Provide consulting institutions for stakeholders’ assistance and support to develo human resources.
- Create an educational database.
- Providing training courses for Human Development Sector.
- Provide specialized Higher Education Grades.
- Organizing seminars and workshops.
- Continue issuing other series of studies in education and human development.
- Strengthening cooperation in the field of human resource development with national and international research institutions.
