Today, the university, as a higher education institution, is obligated to distinctly outline its developmental strategy within the framework of the national political goals for higher education and scientific research to confront the various contemporary challenges in various fields, especially higher education, scientific research, innovation and technological development, as well as its engagement with the social and economic environment. This compels the university institution to conduct a self-assessment of its various activities and determine its internal and external strengths and weaknesses, along with the opportunities for success and potential threats. A reconsideration of the means capable of achieving the desired goals, through the adoption of modern methods in management, to ensure the quality of service provision and the necessary transparency, participatory democracy, and accountability. Therefore, the university must outline and establish itself as an institution, encompassing the major directions for its future orientation and the desired short, medium, and long-term goals. It should also represent the mission and values defended by the institution and reflect the vision and the future state the university institution aims to achieve, within the framework of the overall strategy of the Ministry of Higher Education and Scientific Research. This entails considering various essential factors, with the most important being the human element or the specialized guidance from professors, researchers, and administrators, the available material resources, local and national development, interaction with the social and economic environment, and the expected role of the university within this context.

In this context, it is worth noting that the University of Mohamed Lamine Debaghine - Sétif 2 - has been attempting, since its inception, to adopt a governance approach. This has been achieved through a dialogue-based approach with all components of the university community, social partners, professors' and workers' unions, and student organizations. Furthermore, it has reinforced various elected bodies within committees, academic councils, and management councils, both at the central and college levels, while also promoting transparency in administration most important and ordinary matters accessible through the university's website.

The concept and groundwork for formulating and establishing the University of Setif 2 institution project commenced in 2018, prompted by a request from the supervising ministry, involved discussion, coordination, and preparation with the involvement of all partners, academic and administrative bodies. The project received approval from the university's board of directors in June 2018 and was submitted to the supervising ministry. A working session was held at the ministry's offices to examine the project, and its adoption was approved. Where the project coordination unit is responsible for continuous and regular monitoring, evaluation, and updating under the supervision of the university director. It is possible to highlight some key aspects of this project, its main contents, stages, and its fundamental strategic plans (short-term, medium-term, long-term, including Vision 2030).
