SDN Plan

The speech of the Minister of Higher Education and Scientific Research.

Education in general and higher education, in particular, are both central to one of the challenges of the future and its transformations. By the future, I mean the very near future, tomorrow or the day after. Moreover, there are tools, devices, infrastructure, and human resources that should support these transformations, including digital transformation.

The evolution of digital technology has not been confined to gradually encroaching on the public sphere. Despite our not realizing it on a small scale, it has led to a profound shift in our perspective, to the point where we are compelled to seriously reconsider many concepts. In fact, digital technology has disrupted habits by its very nature, and it has also created an open and free space for the exchange of data and the processing of all kinds of issues and topics.

Most of the time, and without our awareness, it has managed to cross regional borders and shatter all barriers, transcending the concept of national sovereignty, which is frequently vigorously defended.

Undoubtedly, there is an existing reality that has led to a significant shift, reinforced by the fact that digital resources have become non-material and not subject to degradation over time or use. They are exchanged through fast information channels and have become a commodity subject to the whims and bidding of speculators. This, on one hand, and on the other hand, by those who dedicate their efforts to developing the field of information science in general.

It's worth emphasizing in this context that the utilization of digital technology has brought about advancements and services that are now essential and vital in contemporary human life.

This is absolutely true, but on the other hand, we must be cautious not to overlook the fundamental question of ethics management, which is the issue of knowing how to handle data within the framework of social cohesion.

The strategy, or in other words, the objectives that we must set to wisely embed digital technology in higher education institutions and link it with the favorable conditions for achievement, should cautiously guide us to avoid placing ourselves on the sidelines of progress in introducing this powerful tool with immense potential.

It is unreasonable to suddenly make a 180-degree shift without taking into account our strengths and weaknesses, or in other words, knowing our chances of success or failure. We must be determined and resolute, while also exercising caution, in order to turn this project into a tangible reality.

In this regard, the best transparent standard and means will enable us to evaluate higher education institutions and determine their quality to integrate and utilize digital technologies. Therefore, it is not permissible to miss this opportunity now.

The main plan for digitization, SDN, as outlined in this document, is not solely reliant on the oversight of the ministerial authority but rather involves the entire higher education authority. I am firmly convinced that every institution can accelerate digital integration to make its services more efficient in line with the state's interests and enable it to address sustainable development challenges. Let's be bold and contribute to the success of our students and the development of our capabilities with all the resources at our disposal.

Finally, it is most appropriate in this context to quote the words of the President, Mr. Abdelmadjid Tebboune: "Our actions in the present will testify to what we are today for future generations.' This applies to all fields, including the digital one. This strategic plan, which is being implemented today, was adopted after being discussed and enriched by the National University Conference."
